Position Summary:
The Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity is a three-year (2022-2025) project funded by the United States Agency for International Development (USAID). It is implemented by JSI Research & Training Institute, Inc., with Contech International and Rural Support Programs Network (RSPN) as implementing partners. The Activity is supporting the Department of Health in Sindh, Khyber Pakhtunkhwa, besides a federal component with MoNHSR&C.
Provincial Technical support unit (TSU) will develop an annual work plan that will establish their goals for a grant cycle. The AWP framework is designed to help the team to align the fellow’s individual growth in specific competencies and the needs of the provincial TB Control program. AWP will be used as a tool to monitor and evaluate PTP’s deliverables. It will be based at the Provincial Tuberculosis Program Sub Office in Karachi, Sindh Province. The TSU will also work in close collaboration and maintain communication with the NTP and TB USAID Country mission office. The Technical Support Unit aims to tackle programmatic gaps in managing capacity, monitoring and supervision, laboratory network management, supply chain management and domestic investment at CDC Sindh. The unit will comprise of a lead technical person, lab, M&E, and administrative/PSM persons. The technical unit will be hosted in the CDC TB program.
The MDR Specialist will work closely with PTP Manager (Additional Director CDC Sindh) and build the capacity of Provincial and District DR-TB sites’ health providers in clinical management through mentorship and identification of technical assistance needs and regular supervisory visits.
Duties and Responsibilities:
- Provide support in the rollout of BPaL/BPaL-M and new drugs (ND) for drug resistant TB.
- Maintains close working relationship with the DR-TB hospital sites and authorities, provincial TB program and other stakeholders as applicable, and focuses on achieving project goals and objectives.
- Provide support to the MDR-TB management unit in providing quality services to the DR-TB patients that will include but not limited to patient registration, provision of second line anti-TB drugs, laboratory services and social support and health education.
- Support hospital and project staff in maintaining patient data and records (ENRS) in both hard and soft form, compile data and prepare monthly and quarterly reports for further submission with the program and NTP MDR unit.
- Evaluating quality of Programmatic Management of Drug-Resistant TB (PMDT)programs throughout Sindh in ensuring they meet national indicators and conform to WHO recommendations.
- Participating in monitoring visits during implementation of GF TB grant and reviewing and analyzing technical reports submitted to GF and other partners regarding DR-TB.
- Strengthen the reporting and management of severe adverse effects events (SAEs) from STR/ND/BPaL-BPaL-M through the active TB drug monitoring and management (aDSM) system.
- Good knowledge in research methodology preferably one publication
- Possess good computer skills and knowledge new digital technologies
- Reporting writing skills
- Ability to travel across the province
Qualification, Experience and Required Skills:
- Medical Doctor (MBBS with Master in public health/ health policy or equivalent/DTCD).
- Minimum 6 years relevant experience in public/private sector and minimum 3 years TB experience and 2 years DR TB working experience preferred.
- Excellent interpersonal and communication skills.
