Position Summary:
The Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity is a three-year (2022-2025) project funded by the United States Agency for International Development (USAID). It is implemented by JSI Research & Training Institute, Inc., with Contech International and Rural Support Programs Network (RSPN) as implementing partners. The Activity is supporting the Department of Health in Sindh, Khyber Pakhtunkhwa, besides a federal component with MoNHSR&C.
Provincial Technical support unit (TSU) will develop an annual work plan that will establish their goals for a grant cycle. The AWP framework is designed to help the team to align the fellow’s individual growth in specific competencies and the needs of the provincial TB Control program. AWP will be used as a tool to monitor and evaluate PTP’s deliverables. It will be based at the Provincial Tuberculosis Program Sub Office in Karachi, Sindh Province. The TSU will also work in close collaboration and maintain communication with the NTP and TB USAID Country mission office. The Technical Support Unit aims to tackle programmatic gaps in managing capacity, monitoring and supervision, laboratory network management, supply chain management and domestic investment at CDC Sindh. The unit will comprise of a lead technical person, lab, M&E, and administrative/PSM persons. The technical unit will be hosted in the CDC TB program.
The Admin Manager will work closely with PTP Manager (Additional Director CDC Sindh) to facilitate PTP in the maintenance, oversight of all office records, ordering and maintenance of office equipment; furniture; and supplies and make sure that those expenses are relevant and limited to the budget.
Duties and Responsibilities:
- managing the overall administrative & Human Resource affairs of the CDC TB program. The position is responsible for the purpose of recommending and administering/ HR policies on work rules and regulations.
- Facilitate PTP in recording and updating inventory of the fixed assets of the Provincial Offices.
- Organize all routine office functions, including meetings and travels.
- To support PTP in recruitments at provincial level are done according GF HR policy in a competitive & transparent manner.
- To support PTP with the recruitment process and its internal and external audit.
- Coordinate logistical arrangement on procurement, storage and delivery of medicines and medical products.
- Perform on regular basis needs assessment visits, identify and analyse deficiencies in medicine supply chain at district level and fill the gaps along with accurate and complete documentation for all consignments.
- Secure warehouse management including inventory control and storage conditions according to WHO guidelines on good storage and distribution practises (monitoring product quality and cold chain management, physical inventory and stock records, controlled medicines, waste management, stock rotation and FIFO rules etc).
- Carry out basic analyses to evaluate the pharmaceutical needs in the designated area, including forecasting and quantification of contingency planning of essential medicines requirements.
- Participate in trainings for public health care TB staff and implementing partners on national ATT policy, rational use of medicines, good distribution practise, good dispensing practise and supply management.
Qualification, Experience and Required Skills:
- Bachelor’s degree/ BBA/ Bachelors in supply chain management
- Minimum 6 years relevant HR experience in public /private sector and/or supply chain management.
- Excellent working skills in MS office and databases.
- Excellent interpersonal and communication skills.
