The Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity is a three-year (2022-2025) project funded by the United States Agency for International Development (USAID). It is implemented by JSI Research & Training Institute, Inc., with Contech International and Rural Support Programs Network (RSPN) as implementing partners. The Activity is supporting the Department of Health in Sindh, Khyber Pakhtunkhwa, besides a federal component with MoNHSR&C.

Provincial Technical support unit (TSU) will develop an annual work plan that will establish their goals for a grant cycle. The AWP framework is designed to help the team to align the fellow’s individual growth in specific competencies and the needs of the provincial TB Control program. AWP will be used as a tool to monitor and evaluate PTP’s deliverables. It will be based at the Provincial Tuberculosis Program Sub Office in Karachi, Sindh Province. The TSU will also work in close collaboration and maintain communication with the NTP and TB USAID Country mission office. The Technical Support Unit aims to tackle programmatic gaps in managing capacity, monitoring and supervision, laboratory network management, supply chain management and domestic investment at CDC Sindh. The unit will comprise of a lead technical person, lab, M&E, and administrative/PSM persons. The technical unit will be hosted in the CDC TB program.

The M&E specialist will work closely with PTP Manager (Additional Director CDC Sindh) and coordinate with the M&E unit personnel. The M&E specialist provides leadership to monitoring and evaluation activities across province, program reporting, and learning activities in the PTP office. Prepares key annual and mid-term planning and reporting documents including the Operational Plan, Technical Notifications, Quarterly, Semi- Annual and Annual Progress Reports to document PTP office accomplishments and challenges, justify resources consumed in that period, and plan for continuation and corrections in the coming year.

Duties and Responsibilities:

  • Participate in planning and review of District program review.
  • Visit field sites to review, analyze program data and performance reports as well as identifying issues and making recommendations.
  • Participate in monitoring visits during implementation of GF TB grant and review and analyze technical reports submitted to GF and other partners.
  • Develop M&E frameworks for the TA projects and assisting in the scale-up of TB services in the province.
  • Supervise BMU’s staff while conducting field visits and provide hand on support with regard to quality of data, use of DIHS-2 platform and mentorship
  • Conduct refresher training of DTO, DTC and other supervisory staff on M&S system
  • Evaluate quality of Programmatic Management of DS-TB, Drug-Resistant TB (PMDT) throughout Sindh in ensuring they meet national core indicators
  • Intra district and inter district meetings (simulation exercises)
  • Use of TB Tracker
  • Provide supervisory support to PPM implemented in the districts
  • Possess good computer skills and knowledge new digital technologies
  • Good Report writing skills with preparation monthly and quarterly TB performance reports

Qualification, Experience and Required Skills:

  • Medical Doctor (MBBS with Master in public health/ health policy or equivalent).
  • Minimum 6 years relevant experience in public/private sector and minimum 3 years TB experience.
  • Excellent working skills in MS office and databases.
  • Excellent interpersonal and communication skills.
